'vehiclemodelsets.meta' just controls random spawn locations around the map. In Grand Theft Auto V, there is a medical version of the Police Maverick, dubbed the "Air Ambulance". Right-click your 'Grand Theft Auto' folder > 'Properties' > 'Security' tab & make sure 'SYSTEM' & your Windows User Account has 'Full control' privileges. It spawns in 3 locations - next to the Seattle police station (Washington), Frankfurt Airport (Germany) and Moscow police station (Russia).
